Plenum

Plenum of the Supreme Court of the Kyrgyz Republic consists of a Chair of the Supreme Court of the Kyrgyz Republic, his/her Deputies and judges of the Supreme Court of the Kyrgyz Republic.

Plenum of the Supreme Court of the Kyrgyz Republic:

  • reviews study and summary materials of judicial practice and gives explanations on issues of judicial practice;
  • reviews materials on applying laws and other regulatory and legal acts of the Kyrgyz republic by local courts;
  • elects chairs of judicial boards among Deputies of Supreme Court Chair and members of judicial boards by proposal of the Supreme Court Chair through secret voting;
  • elects members of a Scientific-Consultative Board under the Supreme Court of the Kyrgyz Republic by proposal of the Supreme Court Chair through secret voting;
  • elects a secretary of Plenum of the Supreme Court of the Kyrgyz Republic among judges of the Supreme Court of the Kyrgyz Republic through secret voting;
  • approves (accepts) Rule of Proceedings of the Supreme Court of the Kyrgyz Republic on issues of internal activities of the Supreme Court of the Kyrgyz Republic;
  • hears chairs of judicial boards of the Supreme Court of the Kyrgyz Republic about the work of judicial boards;
  • hears messages from the Chair of the Supreme Court of the Kyrgyz Republic on activities of the Supreme Court of the Kyrgyz Republic;
  • considers other issues of organization and activities of courts.

Plenum of the Supreme Court of the Kyrgyz Republic is called by the Chair of the Supreme Court of the Kyrgyz Republic on an as-needed basis, but not less than 2 times a year.

Sessions of the Plenum of the Supreme Court of the Kyrgyz Republic are competent before the law if not less than two thirds of memberships of judges of the Supreme Court of the Kyrgyz Republic are present.

Plenum of the Supreme Court of the Kyrgyz Republic at its sessions makes dispositions by majority vote of its total number of members through open voting, and in cases according to this law – through secret voting.

Dispositions of Plenum of the Supreme Court of the Kyrgyz Republic are signed by the Chair of the Supreme Court of the Kyrgyz Republic (or presiding person) and by a secretary of Plenum of the Supreme Court of the Kyrgyz Republic.

Prosecutor General of the Kyrgyz Republic, Minister of Justice of the Kyrgyz Republic, judges of local courts and other persons may be invited to the sessions of Plenum of the Supreme Court of the Kyrgyz Republic.
