The project is funded by the EU About the project The project "Support for legal and judicial reform in the Kyrgyz Republic", financed by the European Commission and implemented by German Technical Cooperation has worked on four components: 1) to assist in reviewing existing legislation, 2) support of reform of the penal system 3) improving the enforcement of judicial decisions 4) training of judges. Project start date: November 19, 2008 Project duration: 18 months. Within the framework of the project numerous conferences, roundtables and workshops in Bishkek and the regions, training of judges, prison officers, in particular - the penal Inspection Service (Probations), and bailiffs were held, textbooks, teaching materials for use in the service were prepared and published. Under Component 4: “Support for the training of judges" the following training sessions and seminars were held: 1. Interactive teaching methods; 2. Forensic psychology, forensic rhetoric and judicial ethics; 3. 2 courses for judges on building "The judicial process and judicial rhetoric” in cooperation with the regional project of legal reform, GTZ; 4. Judicial practices, the definition of wording and writing judicial decisions; 5. Judicial ethics; 6. Criminal law and criminal procedure, in particular, new methods of forensics in litigation; 7. A pilot training course for judges of the Constitutional Court on the importance and direct application of the Constitution; 8. Regional Conference on training of judges. The project has conducted training following study tours to study the experience in the country and abroad (the Baltic countries, Sweden, Spain, Bulgaria, France, Germany and others): 1: Reorganization of the selection process and initial training of applicants for the position of judges (Austria, Czech Republic, France and Spain). 2: Introduction to the Probation Service in the western and Eastern Europe (Latvia, Russia, Sweden). 3: Constitutionalism in Western European countries (Austria, France, Germany). 4: Methods of writing of bills (Russia). 5: Public / private enforcement of civil court (Kazakhstan). Study Tour to the EU for Supreme Court judges who participate in the process of selecting and training candidates for judgeships. The result of the study visit was the signing of Presidential Decree of 14 December 2009 on the initial training and selection of candidates for judge in accordance with European models. In this study tour was attended by 10 judges, including Chairman of the Supreme Court, a Member of Parliament and head of parliamentary committee on judicial matters. Thus, the training of the project have passed: 70% of all judges; 65% of all the bailiffs; 57% of all employees of the Probation Service In addition, 67 respected professionals have been trained as trainers, among them 22 judges, 21 law enforcement officers, 24 employees of the Probation Service. The trained judges worked as judges-trainers, focusing on capacity of building in education in the regions at the level of regions and districts, particularly on the issue of judicial ethics and new methods of forensics in criminal proceedings. 17 textbooks were issued, the total number of distributed is more than 16000 copies. During the project, the project team used the 59 experts, 34 of them - national and 25 - foreign, mostly from Europe, particularly from Austria (1), Estonia (1), France (2), Germany (3), Italy (1), Latvia (2), Poland (2), Romania (1), Russia (1), Spain (1), Canada (1), Kazakhstan (1), Kyrgyzstan (34), Moldova (1), Sweden (2) and the UK (1). |
