Information on GTZ and the "Support for Legal and Judicial Reform in Central Asia" Programme German Agency for Technical Cooperation, GTZ - government corporation for international cooperation, which employs more than 10,000 people in 130 countries around the world. The main financier is the German Federal Ministry for Economic Cooperation and Development.

GTZ started its activities in the Kyrgyz Republic in 1993. Striving for sustainable economic development in Central Asia, GTZ carries out a wide range of programmes, including the promotion of the private sector, rural financial institutions, commodity and service cooperatives, reform of secondary and vocational education, legal and judicial reform, promoting regional trade and regional rural development.

Programme of GTZ “Support for legal and judicial reform in Central Asia” is a regional programme, operating in Kazakhstan, Kyrgyzstan, Tajikistan, Uzbekistan and Turkmenistan. The programme began its work in 2002 and will last until 2011, now it is being implemented in the third phase of the programme.

The project is aimed to achieve that the laws on the reform of civil, economic, and administrative law, focused on the rule of law and market economy, were ready for adoption, and justice organs are able to apply them in the interests of citizens seeking redress.

To achieve this goal in Kyrgyzstan, the program has concentrated its efforts in the following areas:                                - Advising and supporting the efforts of national partners to develop and implement legislation in the field of civil and administrative law;                                                                                                                                                     - Education and training of judges, court personnel and lawyers in civil, economic and administrative rights through workshops, seminars and conferences;                                                                                                                        - Development, publication and dissemination of practice-oriented legal documents (articles, commentaries, anthologies, textbooks, etc.) for the application and use of judges, lawyers and other representatives of the legal profession, including students;                                                                                                                                    - Support for periodicals of the Constitutional and Supreme Courts for the publication of selected decisions of the courts with expert commentary explaining that are important for law enforcement;                                                       - Support to the legal education of the population, in particular, by the ongoing cycle of radio programmes on the rights of citizens on community radio of Talas city “Radiomost”.

The main national partners of the Programme in Kyrgyzstan are the Office of the President, the Constitutional Court, Supreme Court and the Subordinate Judicial Training Centre, as well as non-governmental organisations: "Educational Centre of lawyers" Foundation, “Yurinfo” Legal Clinic" Foundation.

Cooperation of the Programme with the Supreme Court is based on a tripartite Memorandum signed between the Supreme Court, the Judicial Training Centre and GTZ on October 6, 2006. The parties agreed that they would jointly carry out cooperation in promoting the advancement of judicial and legal reform, development of legislation on the judicial system, improving education and training of judges of the Kyrgyz Republic, the implementation of training programmes for judges of the Kyrgyz Republic in the sphere of civil, commercial and administrative law.

In the framework of institutional support for the Supreme Court the Programme has acquired and transferred legal literature for the library of the court, organised informational trips to Germany and the Central Asian countries to attend conferences and seminars, has funded issuing of the bulletin of the Supreme Court. Together with the judges of the Supreme Court the Commentary to the Criminal Procedure Code was issued and the Commentary to the Civil Procedure Code is under development.
