Judicial Self-governmentJudicial self-government shall be a technique to organize the judicial community and settle the issues of internal operations of courts through its own bodies. Judicial self-government shall build on the principles of joint leadership, publicity, independence of judiciary, as well as election, rotation and accountability of the persons elected to judicial self-government bodies (JSGB). Main objectives of JSGBs shall be as follows:
JSGBs shall be Congress of Judges of the Kyrgyz Republic and Judicial Council of the Kyrgyz Republic. Congress of Judges shall be a superior body of judicial self-government. It shall be summoned once every three years. An extraordinary Congress of judges shall be summoned by decision of the Judicial Council or on initiative of at least one third of all judges in the KR. A Congress of judges can be also summoned by the KR President. Judicial Council shall be an elected body of judicial self-government, act between assemblies of the KR judges and carry out a policy of the superior judicial self-government bodies. Judicial Council shall report to the Congress of Judges.
