Functions

The Court Department of the Kyrgyz Republic is a state body functioning in the judiciary of the Kyrgyz Republic.

The Court Department is established to ensure material and technical, methodological support for the activities of local courts, except military courts, to ensure enforcement of judicial and other acts, provided by the legislation, and also to perform other actions aimed at creating conditions for complete and independent administration of justice.

The activities of the Court Department are governed by the Constitution, laws of the Kyrgyz Republic, other regulatory and legal acts of the Kyrgyz Republic, decisions of the judicial self-government bodies and Regulations ‘On the Court Department of the Kyrgyz Republic’. In its activities the Court Department is accountable to the Judicial Council of the Kyrgyz Republic.

In accordance with Regulations on the Court Department of the Kyrgyz Republic (approved by the Presidential Decree of April 21, 2008 N 143) the functions of the Court Department include:

Material and technical support of activities of local courts of the Kyrgyz Republic;
Development and submission of draft budget of the judiciary to the Judicial Council of the Kyrgyz Republic;
Support of execution of the acts (decisions) of the courts of the Kyrgyz Republic and acts of other bodies, which entered into force;
Interaction with law enforcement bodies and other state bodies on issues of proper support of local courts’ activities, enforcement of judgments;
Taking measures to ensure independence, immunity and security of judges, as well as their family members;
Interaction with the Judicial Training Center, providing assistance to JTC on issues of professional development of judges, court staff, Court department and its divisions;
Support of activities of the Congress of Judges of the Kyrgyz Republic, the Judicial Council of the Kyrgyz Republic and the National council on Justice Affairs of the Kyrgyz Republic (organizational, methodological, material and technical, other support);
Developing recommendations for establishing and developing relations with state bodies, bodies of local self-government, organizations and businesses;
Based on the decisions of the Judicial Council of the Kyrgyz Republic the Court Department provides service housing for judges of local courts, court staff of local courts of the Kyrgyz Republic, Court Department and its divisions, who are in the need;
Record keeping of personal files of judges of local courts of the Kyrgyz Republic, civil and other servants of the Court Department and its territorial divisions;
Developing theoretically substantiated proposals for standards of judicial caseload, workload of civil servants of local courts of the Kyrgyz Republic, Court Department and its divisions;
Record keeping of personal records of judges of local courts of the Kyrgyz Republic, civil servants of local courts of the Kyrgyz Republic, the Court Department and its divisions;
Compiling data on reviewing cases and court materials (judicial statistics) by local courts and submitting them to the Supreme Court of the Kyrgyz Republic for study and analysis;
Keeping statistical records on enforcement of judicial acts and acts of other bodies;
Working on systemizing and codifying legislation, on creating database of regulatory legal acts and general legal classifier of legislation;
Developing and implementing automated informational legal systems necessary to maintain electronic court proceedings and records management;
Within the limits of its jurisdiction, reviewing complaints and applications by citizens, developing drafts of regulatory and legal acts and submitting them for review by the National Council on Justice Affairs, the Judicial Council of the Kyrgyz Republic;
Other measures on organizational support of local courts of the Kyrgyz Republic, their administrations, the Court Department.
