The Judicial Training Center under the Supreme Court of the Kyrgyz Republic (Judicial Training Center) is designed to carry out planning and organizational support for further training of judges of the Kyrgyz Republic, State employees of the courts and Court Department of the Kyrgyz Republic, education of candidates to positions of local courts’ judges of the Kyrgyz Republic.

The Judicial Training Center in its activity follows the Constitution and laws of the Kyrgyz Republic, these Regulations, other normative and legal acts, as well as agreements and treaties with international organizations and institutions on issues of cooperation in the field of educational programs.

The main mission of the Judicial Training Center is rendering assistance in improvement of quality of administration of justice by means of:

professional training and further training of judges of the Kyrgyz Republic, state employees of the courts of the Kyrgyz Republic, the Court Department of the Kyrgyz Republic, units of law enforcement officials;

education of candidates to positions of local courts’ judges of the Kyrgyz Republic.

The following functions are imposed on the Judicial Training Center:

provision of judges, state employees of the judicial system in the training process with information and materials which are necessary in their practice;

organization and conduct of scientific and practical conferences including international conferences, analytical studies on issues of improvement of legislation in the field of judicial and legal reforms;

provision of the training process and enlistment as lecturers judges of the Kyrgyz Republic, practicing lawyers, teaching staff from higher educational institutions and other specialists;

development of educational and subject plans, aids and methodical materials jointly with the Constitutional Court and the Supreme Court of the Kyrgyz Republic;

formation of working groups out of judges and other state employees of the judicial system, practicing lawyers to develop law drafts and comments to the laws of the Kyrgyz Republic;

cooperation with legal, scientific and educational institutions of foreign countries and international organizations in order to study and use their experience in the field of further training;

creation of resource center and continuous stocking of library funds with law books and other literature;

carrying out publishing activity;

further training of local courts’ judges, state employees of courts of the Kyrgyz Republic, as well as state employees of the Court Department of the Kyrgyz Republic and units of law enforcement officials according to programs approved by the Judicial Council of the Kyrgyz Republic;

education of candidates to positions of local courts’ judges of the Kyrgyz Republic according to program approved by the Judicial Council of the Kyrgyz Republic;

establishment and development of connection with the State, municipal, public and private institutions and organizations in order to provide continuity and consistency of the educational process;

participation in scientific and methodical support of international programs and projects in the field of judicial and legal reform;

improvement of educational process, introduction of advanced educational and information technologies into the process, improvement of logistical base of the Judicial Training Center;

development and submission to the Judicial Council of the Kyrgyz Republic draft budget of the Judicial Training Center for the next year, financing the events provided for in the programs of the Judicial Training Center within the limits of its budget;

performance of other functions to achieve goals and objectives imposed on the Judicial Training Center.
